Here is the latest UPSC Civil Services Notification released:
Union Public Service Commission (UPSC) notified for the Indian Forest Service Examination 2014 on 30 May 2014. The UPSC will hold a Screening Test for selection to Indian Forest Service (Main) Examination, 2014 through Civil Services (Preliminary) Examination, 2014 which is scheduled to be held on 24 August 2014, in accordance with the Rules published by the Ministry of Environment and Forests in the Gazette of India dated the 31 May 2014.
Eligible candidates may apply through Online Applications on or before 30 June 2014. 
Important Dates
  • Opening Date for Online Application: 30 May 2014
  • Last Date for Online Application: 30 June 2014
  • Date of Preliminary Examination: 24 August 2014
Eligibility Criteria
Age Limit: A candidate must have attained the age of 21 years and must not have attained the age of 32 years on 01August 2014, i.e. he must have been born not earlier than 2 August 1982 and not later than 01August 1993.
Educational Qualification: The candidates applying for the post must hold a Bachelor’s degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s degree in Agriculture, Forestry or in Engineering of any of Universities.
Application Fee
The eligible candidates are required to pay fee of Rs. 100/- (Rupees Hundred only) either by remitting the money in any Branch of SBI by Cash, or by using net banking facility of State Bank of India/ State Bank of Bikaner& Jaipur/Sate Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala /State Bank of Travancore or by using Visa/Master Credit/Debit Card. The candidates who belong to Female/SC/ST/PH are exempted from payment of fee.
Selection Procedure
The selection of the candidates will be done on the basis of performance in Preliminary Examination and Main Examination.

NEW DELHI: Civil Services aspirants will get two more additional attempts from this year onwards to write the prestigious exam but there will be no change in its format and syllabi, the Union Public Service Commission (UPSC) said today. 

"The aspirants should note that the government has decided to allow two additional attempts with consequential age relaxations to all categories of candidates with effect from Civil Service Examination, 2014. "There are no other changes in the format  ..

According to the latest news

UPSC will be releasing the Civil Services Examination 2014 notification on May 31, 2014, according to a recent press release by the Union Public Service Commission (UPSC). Also notified through the press release is that from the Civil Services Examination 2014, candidates are allowed two additional attempts for the exam, for which they will be eligible for the necessary relaxations in maximum age. The Civil Services examination 2014 notification was expected to be available for aspirants by May 17, 2014. However, the date was delayed.
Once the Civil Services Examination 2014 notification is released, aspirants will be able to apply online for the Civil Services Preliminary examination 2014. The UPSC Civil Services Prelims as the examination is popularly known serves as screening for the UPSC Civil Services Mains exam. The Civil Services Prelims are also required for candidates interested in applying for the Indian Forest Services. Upon clearing the Civil Services Prelims exams, candidates are eligible for Civil Services Mains and/or Indian Forest Services Mains exams, depending on their initial application.

Services recruiting based on the UPSC Civil Services exam include:

1. Indian Administrative Service
2. Indian Foreign Service
3. Indian Police Service
4. Indian Audit and Accounts Service, Group 'A'
5. Indian Revenue Service (Customs and Central Excise), Group 'A'
6. Indian Ordnance Factories Service, Group 'A'

About Civil Services:
The Civil Services Examination (CSE) is a nationwide competitive examination in India conducted by the Union Public Service Commission for recruitment to the various Civil Services of the Government of India, including Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) among others.The examination is conducted in two phases - the Preliminary examination, consisting of two objective-type papers (General Studies and Aptitude Test), and the Main examination, consisting of nine papers of conventional (essay) type followed by the Personality Test (Interview).The entire process from the notification of the Preliminary examination to declaration of the final results takes roughly one year.

Selection Process:
  • Stage I: Preliminary examination - This is qualifying test held in May/June every year. Notification for this is published in December/January. Results are published in the first half of August.
  • Stage II: Main examination - This is the main test, held in October/November every year. Results are usually published in the second week of March.
  • Stage III: Personality Test (Interview) - It is the final test and is held in April/May every year. Final results are usually announced a few days before the next preliminary examination.
Eligibility:

Nationality

  • For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
  • For the Indian Revenue Service, a candidate must be one of the following:
    • A citizen of India
    • a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India
  • For other services, a candidate must be one of the following:
    • A citizen of India
    • A citizen of Nepal or a subject of Bhutan
    • a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India

Numbers of attempts

The number of attempts a candidate can give the exam is limited as follows:
  • six attempts for General category candidates and OBC category candidates under the Creamy layer
  • nine attempts for OBC category candidates
  • To SCs/STs, there is no limit on the number of attempts.
However these candidates are requested to bear in mind:
  1. An attempt at a Preliminary Examination shall be considered to be an attempt at the Examination.
  2. If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
  3. Not withstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
  4. Candidates just applied but not appeared at the exam is not an attempt.
